Replay gain analysis

Ok I understand the basic concept of replay gain analysis like if the figure after analysis is -1db and the global change is +2 then you end up with a total increase of +1. What I am having a problem understanding is where the peak level figure comes from and what bearing it has on the sound quality. If you have two tracks with two peak levels, of say 1.000 and 0.497 which is the better figure to have as a peak level? Is the aim when recording to produce as smaller differential as possible between the peal level and the radio gain figure when running replay gain? I'm looking at this mainly from the point of view of recording from external sources where things are a little less predictable than ripping a CD.

I've got a feeling the answers to my questions could get a bit techy, which I'm not, so please be gentle with me.
