No option to Rotate Images

For some reason, I've lost the option to ROTATE images .... if I select a few files, I can get it to work ... a few others, nope ... What is causing this behaviour ... I've never seen this before ...

OK, something major happened ... all of my files lost MOST of their data ... NAMES, etc ... so I had to re-loade the database (update from external) to pull back in the data ... Hmmmm
