Computer Video Card Drawing Speed

For my HTPCs, it is often that I can ee the drawing of the display.  Take a black scene with lightning.  I can see about the top half turns white a split second before the bottom part.  I notice the same thing on my personal desktop only when running dual monitors.  Is there a solution for this?

Yes, the card is an integrated one but I liked the mobo because it had literally every video and audio output.  But in my personal main desktop I have a $500 video card--latest and greatest ATI only a few months ago--and I see the exact same thing!  Of course it seems more noticeable when I'm running dual monitors.  If I switch to one it is either not visible or very difficult to notice.  On the HTPCs, I'm using only one monitor.
