MP3 Encoder not avalible/working (?)

How do I get the MP3 encoder working?

After a system rebuild I had to reinstall MJ 8 Plus, but the MP3 format was not available.  

I downloaded the "LAME" file but nothing changes and it is still not available for selection either by options menu or plug in manager.  In addition, The "LAME" file has no extension.

Just click on the MP3 Encoder in the Plug-In manager...it'll ask you if you want to download the MP3 Encoder.  In v8.0, MP3 Encoder is Lame...you don't download the MJ v7.0 Lame Encoder (not needed/used).

I did that and it was still not available.  I thought there might have been a glitch so I reinstalled and restarted the computer... MP3 & MP3 VBR are no longer on the list in: plugins manager, under options\encoding or in rip/burn CD options\encoding.  All traces of it being available to use have vanished.
