LAV Splitter download/no out of the box

Is it always gonna be that way that I will have to replay my video files in another media player until I get to the internet and remember to play a video file while I am online?
Isn't it a bit ridiculous that a Media Center can't replay any video out of the box? I use Klite codec pack but it comes with an LAV splitter I think so its a pure Media Center issue.
Why is the LAV splitter not included in the installation/Why is the standard setting not using only splitters/codecs that are part of the installation/Why o why does life have to be so complicated?  :) (I life far away from the internet and don't go online very often)

Red October requires Internet at least once.  This will not change.

No explanation as to why these things cannot be included in the installer file? I guess its some proprietary reasons?

I can see that I will not be able to use most of the new software without internet anymore... But MEDIACENTER shouldnt be that way!

Now where do I download the LAV and ROHQ splitters from? please?

And is the same possible for the directx components that are required to view images and go into theater view?
