Conversion dialog allows me to downsample 192K to 44.1 for iDevice purposes, but there is no option to change the bitdepth to 16

Basically, its currently not possible.

A search brought up a wiki posting http://wiki.jriver.com/index.php/Output_Format that said there WAS such a setting. The support home page states

which sounds to me as if JRiver is identifying it as the prime source to turn to
