Is It Possible To Convert And Save At A New Sample Rate

Is it possible to "downsample" a file and save it to the new, lower sample rate?
That is if I have a 24/96 file can I downsample it to 16/41 and then burn it to a CD?
If so, how?
I know that software like JRiver can do it for playback, but can I actually save the new sample rated file?

With MC19, you can resample (or use any other DSP) on conversion.

You can also burn directly to a CD (Action Window > Burn) and MC will resample as necessary.
