[19.0.108] IDX/SUB subtitle shifting

All right, so I have a small dilemma involving ripped IDX/SUB subtitles used as sidecars. Essentially, I imported a blu-ray copy of the movie from Japan (there is no domestic blu-ray release) and am trying to use the R1 DVD subtitles with it. See the attachment below.

This particular track sometimes displays subtitles at the top of the screen, usually when there is background dialogue, or to translate a title. However, as you can see, they're appearing way too high--to the point of cutoff.

However, when I tell MC to either shift them down OR up by any amount, the reverse happens: the top lines are readable, but the bottem ones (the dialogue) are all cut off. There seems to be no middle ground.

The size options are acting weird too. Shrinking them to 50% grants the expected result: they get much smaller. However, they also appear much closer to the middle. On the other hand, enlarging them to %150 causes them to appear closer to 100%. It's actually watchable at %150 with no shift, but the subs are still closer to the middle than I'd like.

In general, I'd just like to get both "sides" of the subtitle track closer to the top and bottom edges without cutoff. It would be absolutely perfect if I could get it to shift down JUST 5 or 10% at 100% size.

What, exactly, is happening here, and how might I fix it?

I've tried using Subtitle Edit to re-render the subs (basically, sub2sub), which fixes the aforementioned placement issues, but adds new ones. For example, if a line that is supposed to appear at the top appears before a line appear on the bottom, it will appear on the button and then be moved to the top when a dialogue line appears. This honestly causes a lot of awkward situations.

Related: I have found an ASS rip of the same subtitle track (albeit modified a bit). Unfortunately, it is fraught with placement issues, especially in regards to signs. See the screenshots below for a comparison of what it's supposed to look like (via SUB, 150% size) compared to what it looks like using the ASS track..
