It appears that JRiver MC (22.0.12) is not releasing the HDHomeRun Prime Tuner after viewing Live TV. I currently do not do any recordings so I do not know if this is also a problem after recordings complete.
This seems to be a problem on my server as well as all of the clients. Server is running on Windows Home Server 2011 and clients are running on Windows 10 and Windows 7. If I reboot the client, it appears that the resource lock is cleared, but the tuner remains tuned to the channel. Resetting the HDHR Prime (hdhomerun_config.exe 131F5C77 set /sys/restart self) clears the problem.
Logs, system info, filter info and tuner status are included in the attached ZIP. Tuner status was taken after exiting JRiver MC.
Firmware version on the HDHR Prime is 20160630atest2.
