The ability to download music directly to our iphones using JRemote for local playback without needing a data connection.

Features like that would have to supported in the remote app (JRemote in this case) and not JRiver Media Center itself. In this case you might consider switching from JRemote to MO 4Media, as it supports this and other features JRemote doesn't (currently) support on iOS. MO 4Media is in active development for both Android and iOS, whereas JRemote for iOS seems to be in maintenance mode with only bug fixes being done, when time permits. If I was using an iOS device, I'd use MO 4Media for iOS over JRemote for iOS to be perfectly honest.
