cd burning options button not available

Until I send a file to the CD Burner, the options button that appears when the cd bruner is selected under CD, DVD, & Handhelds is not available. This prevents me from being able to load a folder scheme and then add files under the desired folders. I must send a file to the cd burner then I can click on the options button and get my folder scheme.
