[REQ] Allow user to configure when volume protection kicks in

add another option alongside "maximum volume" which specifies the point at which the volume protection step size kicks in, e.g. if I set this new value to 50 then it allows me to jump from 10 to 50 in one go but subsequent steps will be clamped to increments of 5%.
