Creating new subtitles from DVD VOB

Are there any tools available to help create new subtitles from a DVD VOB?

I need to change the position of the subtitles for widescreen movies and used MkvToolnix to extract them as an MKS file. Now I need some tool that converts this file to SRT so that hopefully I can use JRiver to place the subtitles in a new location when I play the movie. I saw MkvExtractGui-2, but it seems to be broken with newer versions of MkvToolnix.

I use something called Subtitle Edit v 4.0.3 to edit SRT files and they can be exported as VOBs I believe.  I have no idea if you can import VOB files with it and do what you want to do, but you might want to take a look and see if it would do what you need.
