How to enable the toolbars?

While continuing to troubleshoot my continuing cda burn problems I completetly uninstalled/reinstalled MC 10.0.22.  But I can not figure out how to enable the customizable toolbars - in fact there are no toolbars anywhere except for the File, etc, pulldowns at upper left.  I've tried right clicking everywhere, including where the Help file says.  I used to have some custom buttons in the lower left, but there is nothing there after a clean install and a right click does nothing.

Unfortunately it's kind of hidden. Tools\Options\Tree & View\Toolbar. I think it should be accessible via a right-click. Or at the least from the View menu.

It used to be a 'right-click-on-the-toolbar' item
This may be iintentional or a bug, I did report it on the bug thread.
