I have norton internet security which Ive disabled and lowered IE security settings and I still get the message - failed to initiate media center purchase.
I wish to buy this but cannot seem to find anyway of either downloading another trial version or finding any method of purchasing a new download - surely there must be a way

Do you run WinXP?  Maybe its built-in firewall is enabled.  (Honestly, though, I doubt that would be the problem even if it was enabled, but you never know.)

Do you use a router?  Then you may need to tweak (or temporarily disable) its various firewalls.  (For the two seconds it would take to download the license, I would just bypass the router altogether so not to have to mess with the settings if that's not something you are familar with.)

Is IE your default browser?  (If it's not, make it the default one temporary.)

Other than the above, I can't think of anything else that may be blocking you.

And just for the record, I'm not sure if IE needs to be your system's default browser for the purchase to work; it's just something to try. :)
