As you know there is 3 speed number on each cd-w ..x-...x-...x

I want the faster rip speed possible.Which one  of this 3  speed concerns rip speed?

None of those numbers are rip speed. (read, burn CDR, burn CDRW)  Rip speed is sort of tied to read speed, but it can vary a lot between drives.

People used to always rave about Plextor drives for ripping.  I'm not so sure it matters anymore unless you're really anal. (in which case you'd use secure mode and not care about speed)
