Need tags to be in UTF-8 format

If I imported songs with ID3v2 tags, how do I convert the tags to UTF-8?  MC correctly displays foreign characters (mostly Korean in my case) but I have no idea which format ID3v2 tags are in.  In general, how can I find out what format the tag is encoded with? 

When MC gets the song information from YADB, does the MC encode the tags in UTF-8 format?  If it is in UTF-16 format, how do I convert it to UTF-8? 

I need to convert the tags to UTF-8 so I can display foreign characters correctly on my SqueezeBox.  If there are other tools that can do this, please let me know.

For ID3v2 tags, Media Center uses UTF-16 when ANSI isn't sufficient.  This is part of the ID3v2 standard, so any other hardware or software should be able to deal with it.
