I use that a lot when doing mass operations, like renaming a bunch of tracks to move them to another directory or drive. Is there a rational reason for taking away that?

The Tools button at the top left of the Action Window will show the current menu for an Action Window.

Library tools are available when right-clicking files on the right or from the main program menu.

OK, thanks. Yet another thing I have to get used to, I guess. But the speed of tagging versus 11.1 impresses me enough to make it worth the effort! :D
