One home theater pc was having a slight difficulty with keeping up playing back media so I upgraded the video card to this:

It looks like the television picture was downsampled to 1/4th the resolution. The pixels are significantly larger and look very strange. If this issue is not easily understood, I can take a photograph of the screen. For right now, I'm going to revert to the other video card.
It really just looks like the image was greatly diminished and resolution reduced. Very strange.
