Click on the very first line at the top of the Tag window. That opens a window showing the raw file tag data. ID3v1 and ID3v2.3 tags are shown separately.

is there a way to upgrade all the tags to the one that is most often used and I quess the question is why would I want too.

I don't know if there's any compelling reason to do so. I assume MC generally writes tags according to the appropriate standard, regardless of what it reads. It also seems to write basic ID3v1 tags along with their ID3v2.3 versions—probably for comparability reasons. I suppose you can be sure they're current and any unused tags are removed using Remove Tags followed by Update Tags (from library).

What is the tag window? The tag box on the left hand side you can open down in actions? I don't see a way to see the raw tag data for different versions there. It just shows me all/current/fields with values for the current ID3 version.
