Recheck sync resyncs music thats already on portable - bug?

I set up a portable devices to sync all of my music into 320k CBR mp3 format for Mac, XBox, and Sonos devices.  The destination is on a WHS2011 file share, and I have the "All Audio" checkbox selected.  No playlists or podcasts.

When I first set it up and sync - everything is ok.  However, when I add new music to my library, it doesn't automatically show up in the sync queue.  If I click recheck sync, it gets added, but everything else is also marked "In Queue".  If I hit sync, it creates a duplicate copy of every single file.  This is unacceptable because the other software apps don't know how to resolve duplicates, and it also wastes disk space.

I'm running 16.0.181 right now, but may move to 17 soon.

Are there any logs or anything I can add that could help narrow down the problem?
