JRiver Install problem Win 8.1 64bit

I have just performed a clean install of Win 8.1 x64 and am trying to install MC 19.
what happens is pretty crazy, the install window will kind-of freak out going large to small repeatedly every second. task manager shows the task as not responding.
running the installer as an administrator does not change what happens.
Any idea's ?

No idea.  I suppose you tried a reboot.  Any crazed security software running?

why the clean install ? mostly cause my win 7 installation had been live for a vary long time and I wanted to have a fresh clean operating system install with out all the possible drama of upgrading an existing system.
could not for the life of me locate my origional win 7 ult licence key and no store in my current area carried win 7 ult dvd all they did have is win 8.1
All of my media files are off on other drives as well as my library backups, so I am good there at least.

found out what this issue was caused by. there are a number of vary nice enhancement programs from an out fit called stardock. One of there programs called windowblinds was at fault.
after turning that off the install worked fine.

Ah, WindowBlinds. That's notorious for causing issues with various programs.
