Does this happen every time you try to sync these 14 files?  It would help to know some more about your phone and your handheld settings in Media Center.

The pattern is most of all unclear.
I add a couple of tracks to the playlist.
Sync
Works fine

Then one day I do the same.
JRiver won’t recognize about half what is on the device so proposes to sync but of course run into overcapacity.
The only solution is to clear the file system of the phone and do everything from scratch

The petabytes are new to me, probably because I closed/opened JRiver a couple of times.

Looking at the file system of my phone, all files are in place

Phone is a Samsung GT-19100, Android 4.1.2

Had the same problem today
About half of the tracks are reported as 'In Queue', the other half as 'on device'

In the file system on the Android I see a JRstate and a JRinfo
Have not seen them before

Might it be a matter of tags?

On the phone some tracks are wrongly tagged as genre=Disco
As Couperin is not exactly Disco, I changed this

Might it be that a re-tagged track is seen as a new instance?
On a sync I get 2 versions on the phone, 1 with the old tag and one with the new.
