I had created a Field called Speed, where I would rate songs from 1-5, 1 being very slow, 5 very uptempo. With the new installation that field is done, how do I recreate it? I did this once before. The tag must still be in the files, right?

The field would have followed your library.  If you restored a library, the field Speed should be there.  Otherwise, the tag will only be in your tracks if you configured Speed to save to file tags.

You can create your field Speed of course.  Then, if it is in your file tags, an Update Library (from tags) will populate the value in your Library.

I've done that. The idiots who fixed my computer did not save my library backup, so I did not import a library. They also did not save my documents, but fortunately I had those backed up on Crash PLan. My laptop has almost all of my music, what if I just copy that over to this computer?

You can copy your music back to your system and harvest the tags that exist in the files.

Let's keep the aspersions at bay about other folks not salvaging your system.

So if I do a library sync from the laptop will it overwrite the files on this computer? I don't know if there is an option to overwrite because my laptop is being repaired now

I think I'm a little confused.  I don't know how you could sync (if you mean Library server sync), since you don't have a Library anymore on the other side.

You say you have your library backup on Crash Plan.  If so, grab the most recent backup copy, and restore from that once you get your system up and running.

Then, look at the file paths for your tracks (the Filename field in MC).  You would want to copy your tracks to the exact same location as shown in the Filename field.  If this is not possible simply because the drive letter has changed, or there is some minor difference in the base of the path (like M:\Music is now M:\My Music), then get your track to where you want them to be, and the use MC's Rename, Move & Copy tool in Update database mode to correct the base of the path.  Your aim is to make sure Filename points to the actual files.  Be sure to disable auto-import before doing all this.

I did not lose any of my music files when the computer was repaired. They are all there in the My Music folder. It's just that I can't get this field back. But I have that field on my laptop. So I think I can just copy music from the laptop, then once done delete the existing music files on this computer. I'll just make sure the new field I created here is identical to the field on the laptop

Got it.  As long as you set the field to save to tags, and Update Tags (from Library), then you can read that tag from the files on other systems (Update Library (from tags)).

I don't believe this, the hard drive on the laptop has failed. Looks like the only way I'm getting that field back is to go to data recovery, which will cost a fortune. I have to do iy, I spent years giving those ratings

Data recovery is $400. Forget it. I'm creating playlists - Mellow, Mid-Tempo and Up-Tempo - with a combination of BPM and Intensity.  There is no way I can take these playlists and convert to fields so I can modify the songs that don't fit? I don't see how looking in Create New Field.

Create playlists based on BMP and Intensity, and select the files in those playlists and assign a value to some tag, like Keywords, or create your own field and set whatever value you want.
