volume leveling weirdness

2 tracks, analyzed with the following peak level info:
track 1: +0.0 dBTP; +0.0 Left; +0.0 Right
track 2: -6.1 dBTP; -6.2 Left; -6.1 Right

Tracks are the same just different versions. Album tags are different to prevent MC from using album leveling. Track 1 is on an SACD ISO, track 2 is a FLAC file.

Volume leveling is enabled with adaptive volume on peak level normalize.

Audio path shows for
Track 1:
Adjust volume by -3.1 dB for volume leveling
Adjust volume by +1 dB for peak level normalize (fixed)

On track 2:
Adjust volume by +4.1 dB for voluem leveling
Adjust volume by +1.0 dB for peak level normalize (fixed)

Track 2 plays audibly louder than track 1.

Am I doing something wrong? I've noticed quite audible differences before with mixed playlists which I think my settings should help prevent. The difference is too big.
