Where do I set the number of library backups?

Mine was set to 5 or 10 I thought, and now it has backed up 19 copies.

You don't. It is automatically managed.

You may have set downloads to keep to 5 or 10

Right. That's just the number of downloads to keep (the installers used by the auto-update system). It has nothing to do at all with Library Backups.
