Lately, perhaps since upgrading to version 22, I have not been able to se the rule presets or recently used, when I to to Rename, move and copy files. Have they been removed by purpose, or it is just me? They used to come out handy and I've started missing them.

The "Directories" and "Filename" boxes should still allow clicking on the little search icon at the left of the box and it'll offer "Preset" as one of the choices.

Yes, I found the same menu, but that is not was looking for (which I suppose you know).
My version is 22.0.34.

They're still there. Click on the "Magnifying Glass" looking icon in the Rules text boxes. I think that icon was a "disclosure arrow" before, but now it is the search icon.

You're right! There they were. I didn't even think of the use of the magnifying glass, but yes, there it was and yes, it used to be an arrow.
