Exported Playlists Empty - MC22

I have copied my MC from a Windows 7 PC with the music library held in C:/Music, to a PC with Windows 10 and the library in E:/Music.
I have exported the Playlists in numerous formats, and re run library import, and yet they are all empty. The Playlist titles are there, but no tracks.
Is this because of the library location changing, or is it a function of the Windows software.
