$200.00 GPU Vs +$200.00 for processor

I'm considering building a new PC, and i'm wondering if for video playback through madvr I would be better off buying a mid level GPU or spending the extra money on a processor.  i would like to run win 10/powerdvd and possibly JRiver for media playback.  Thanks
