24p No Playback Anymore

Hi I have all the sudden lost the ability to display 24p files at 24hz on my tv.  The same file plays back fine at 60hz on my tv.  I used to be able to play it at 24hz.  I get a blank screen and have to shut down the pc with the power button.  The file is on my C: drive and is an MKV provided by the 4k77 project.  I think the file is fine, since it plays back at 60hz.  I have tried everything I can think of such as:
-doing a reset of videocard settings
-reinstalling videocard drivers (doing a clean install)
-after a hard (forced) shutdown while jriver was playing it offered to set some settings to default, tried that and it did not work
-uninstalled jriver and restarted, then reinstalled jriver

I also had a brief issue trying to playback flac files at 192/24.  This was before I unstalled and reinstalled jriver.  Flac files work fine after reinstall.  The MKV file still did not. 
I am at a loss and am considering it could be my tv which is a 2017 Samsung.  Any thoughts or things to try would be nice.

using ROHQ or RO standard?

Just to clarify:  I get 24p on my tv when I manually enable it.  It doesn't switch over automatically in JRiver anymore.  Could be a recent driver update to my graphics card I hadn't thought of before.
