What is MediaCenter 27 PackageInstaller?

It suddenly appear on my Debian Buster's Music and Video section...
There is Media Center 27 and Media Center 27 PackageInstaller.
I didn’t notice when I use lower version.. it is there after I update to 27.0.75...
I did run it but nothing happened.
What is it and how can I use, and use for what?

It installs plugins and skins into MC when they are downloaded by using a file association.
See the last release changelog.
