Streaming Media

For the past several builds I have been having a difficulty with streaming media suddenly going into a 'buffering' state while sounding like a record is skipping.
At first I attributed it to possible net traffic, server bandwith, broadcaster issues, etc. but the condition  persists.  Hard part is I can't isolate it to a particular peak-traffic time, station, or event such as other running software.
Any ideas? Has this been an issue for others or is it isolated to me?
