How to disable volume reduction when external programs play audio

The volume is reduced to almost 0 when another sound is played and takes a long time to come back.  How can I turn this off?  It is stopping songs for every little 'ding' sound played by skype.

More details might help.

Is Exclusive Mode set?  Try a Google search if necessary.

Yes this is on Windows 10.  Unchecking the box in the screenshot seems to have fixed it.  Thanks!
