I upgraded an existing PC with MC installed from Windows 10 to 11, and now when I try to start MC, it says I need to reinstall because it was installed for a different operating system.  Besides that being lame, if I uninstall and re-install, will it lose all of my settings?  There's no way to get it to run without re-installing?  And why in the world would JRiver have different binaries for Windows 11 than Windows 10?  They're not that different.

Just install the latest build over the top.  No need to uninstall.
