Upgrading from 28 to 31

I use Linux Mint and I need to do a complete OS reinstall and would like some advice on the best way to do this with JRMC28. MC is the only important software on this machine.

Can I backup my JRMC28 database, reinstall newest OS, then install JRMC31 and import my database from 28? That seems like the easiest option.

or...

Do I need to do some incremental upgrades first?
Would it be best to upgrade to 31 before reinstalling OS and export a 31 database for import after OS reinstall?

and...

While I am at it, I might consider a change to Debian if it helps. I have read older posts discussing MC not working as well (or at all) on Ubuntu or Mint in the future, is this still the case or have those OS's been upgraded to support more that MC needs?

Yes, you can do a library backup in MC28 then restore that library backup in MC31. I would actually also recommend backing up the .jriver directory in your home folder too, just in case. It's optional though and a library backup from MC28 should be enough.
