Lame MP3 Encoder VBR Problem

Under Media Jukebox V8.400 and Windows XP with latest updates, Lame MP3 Encoder VBR always encodes at bitrate 128 regardless of its settings.  Is there a correction for this behavior?

I did not have problems with MJ 8.0.388 & LAME VBR on W2k PC. Most of my old MP3 collection is encoded with it. It was over two years ago, but I don't think the MP3 encoding part has changed after that. Did it work earlier for you? Have you changed something in MJ8 or on your PC?
