FORUM MODS - Can Regular Users Download from this Forum?

Please advise if "Regular Users" have the ability to download files from the following thread.

In the thread you will see a couple of "Regular Users" (eg not Beta Team etc) indicating that they get error messages saying they are not allowed to download files
