problem with NOTIFY_PLAYLIST_FILES_CHANGED

NOTIFY_PLAYLIST_FILES_CHANGED is fired for instance, when i add files to playing now using the add command but not when dragging files into playing now. the same is true when playing radio, although files are added the event is not fired.
is there a reason for that, or is it a bug?
