WebGizmo shows "webpage not found" with local host

I promise I searched this out and can't find out what I'm doing wrong.  I know it is something simple.  I have the firewall turned off in router and Win 7. 

When I try to open up WebGizmo in options of JR17 with this in the address bar "http://localhost:52199/Gizmo/", I get the dreaded Webpage not found. 

The authentication box does ask for login and password, but then the webpage not found appears.  I swapped the "localhost" for my local IP and get same response.  Please advise.

Try this:
http://localhost:52199/

Does that show a page?

If still nothing, check for software firewalls / security software.

Shows the JRiver page just fine.  When I click on the WebGizmo part, says webpage not found.

Switched library to "main library" from "connected library" and that fixed it!  Also cancelled Access key and Authentication. That's what probably fixed it, testing again to see if that was the problem.

Okay so how do I use this Gizmo or something similar to change song ratings?
