When MC19 loses focus, MCE remote won't work but JRemote will -- why?

If I'm navigating in Theater View and my wife starts using the computer (like Microsoft Word), all the sudden my MCE Remote stops responding to some commands like Up, Down (etc.). Instead I end up scrolling my wife's word document!  But if I use the JRemote app there is no problem.  How can I fix the MCE remote to behave like JRemote?

JRemote uses the web service interface to talk directly to Media Center, whereas the MCE remote depends on Windows messages being sent to the correct focused window.
