Problems routing system sound to external DAC

I am trying to route the output of J River to the system sound. I then want to route the system sound to an external DAC using System Preferences. But when I choose System Output in J River, the sound plays on the Mac mini speaker. It does this despite my setting in System Preferences.

What is going on here?
