Need more information.
Was it working before?
If so, what changed between the time it was working and now? (windows updates, new software installed, etc).
What version of windows are you running?
What type of server? (linux, aix, sco, etc)?

It sounds to me like the telnetd process on the aix box is stuck. You could try microsoft telnet to see if that works, I'm thinking it will not. When the system gets like that it may have to be rebooted. Your unix system administrator might be able to find out more. I'd look for a dead inetd process. If you are limited to a certain amount of logins by your AIX license you may also be getting this because of hanging sessions on the AIX box. There is a keepalive on AIX that will kill these after a while if it's enabled. This depends on the version of AIX.
There is  some info here I got from doing some quick internet searches.
