I am try to run telnet pro 5.1.21 on Windows XP.  when I type in the host address I get "Connection refused".

I originally tried to install & run an earlier version and I
had the "Cannot create new Session, run ConfirWizard" problem.  I have since upgraded to the latest version. then had problems installing over an older version.  I edited registry keys. and finally got it installed but now I cannot connect.  I keep getting "connection refused".  I have tried re-installing several times, always with the same results.

any idea what's wrong?

The connection refused means the host you are trying to connect to is not allowing a connection or you are being blocked by a firewall.

You can verify this by trying to connect with microsoft telnet:

start -> run
type
telnet 1.2.3.4
(change 1.2.3.4 to your hosts IP address)
and hit enter

If you don't get a login (as I suspect) you are proving there is a problem connecting to the host and it is very likely to be one of the issues I mentioned above.

you are correct.  
The problem was the firewall.  
The client had ZoneAlarm Pro installed.  ZoneAlarm was turned off, but it was still not allowing the connection.  I turned on ZoneAlarm, started TelnetPro, entered the address, ZoneAlarm notified it was trying to connect, I clicked allow and it made the connection.
