Error Opening Ser port#3:port already open, non-existant or bad

Windows XP Ver 3.0.11 - I've set up my parameters on my new PC and keep getting error message - Error opening Ser port#3: port already open, non-existent or bad.  The dial-up modem works fine.  Tech Support told me to keep trying different COM ports til it works...This does not work someone please help!!  I've been using this product for over 10 years (since DOS) and HAVE NEVER had installation problems.

Check to see if you have a fax listener looking for incoming calls. This will prevent OFF-Site from opening the port. Disable any fax listeners. Try Hyper Term (Accessories,->HyperTerminal). It will list the possible com ports. Try com3 in HyperTerminal and see if it works there. If it works in HyperTerminal it will work in OFF.Site.

How do I disable the "fax listener" - I think this is probably the issue.  I tried using Hyperlink via COM3 and it is busy.
