No Login In Sign

Running Version 4.7, XP Home Edition, Com 2 port prevously working but then had the power source changed on the PC and now no login sign just a blinking cursor.  Have checked cabling and it is OK tested by using a terminal also hooked the PC to a cable that works on another termianl and still no luck.  Must be in the setting but can't figure it out.  Have Com 2 and Setice at 38400 baud rate.  Not sure what else to do.  Thanks for any help you can give me. ???

It's probably a power problem. Serial requires +12 and -12 volts. The whole rest of the computer will work without the -12 but the serial ports will not. (I actually ran into this once before)
