Connection Error, Can't create CAquarius class window

I just installed ICETCP onto a new Citrix server.  When I try to connect to any system, I receive the message

Connection Error, Can't create CAquarius class window

Have you received the CD yet?  Have you tried to reinstall the server from the CD?

I got the download to work, and I already did the install.  Now I'm at this error when I try to connect to any system.  It looks like I'm missing some kind of Visual runtime, but I'm only guessing.
