i know i can remove IDv1/v2 tags selectively on library tools > remove tags after selecting multiple files.
but mc21 writes IDv2 tags along with IDv1 automatically once i analyze files, so i always have to manually remove them after analyzing.
is there any way of fundamentally preventing mc21 from writing IDv1 tags and writing only ID3v2 tags?

I don't think so.

I will say that, when it comes to tagging, the "standards" are all a wreck (because standards are unicorns). The general MC "philosophy" can be summed up in two generic rules:

1. First, do no harm.
2. Whenever not prevented by rule #1, try to support as many players and other tools as is possible (even if they behave counter to the "standards", because they all do).

Making the tags look aesthetically pleasing is not a design goal.
