Once and for all: Flickering toolbar bug

This bug has been here since 9.0 and I've seen some other people reporting it as well, so I thought I might illustrate the bug properly.

In the image below: whenever you scroll in AW or options, this happens for each step in the scroll:



Are we finally getting rid of this now?

and that happens in the option menu too..
and another thing is .. if you looked in the frames close..maximize..etc buttons you will find that:
-when you press it and still pressing the look of it is strange like a krap.

- the frames buttons att all does not use the hover effects alghough their image files contains the hover drawings!

I have it in the options window but only when I scroll to the very bottom and I also have the other scrolling bug that I have mentioned in the bug thread a couple of times ;D

Looks like there is still something a bit iffy with the custom scrollers!

Half way there but like I said in the bug thread still getting the extra scrollers in the add rule dialog...the stub changes to a big scroller and the horizontal scrollers appear every third line.  If you click on the vertical scroll arrow the horizontal scrollers appear on every line...

also dont forget matt that we need all the hover effect work in the frames for all the objects..
