Opening Download problem for MC 21 on Windows 10

On new laptop w/ Windows 10, when I click on the Open button on the download of MC 21 or 22 all I get is a page of code. Help please, yes I'm new at this. I have tried closing firewall & anti virus (Norton 365) same thing and I have used several of my Restore Licenses on this.

When you download MC, you should be able to double click it in Explorer and it will install.
