Is 'submit covert art changes to server' broken?

Cover art that I import isn't showing up on the server.  I normally scan my own covers in Photoshop, do some processing, and then copy and paste to the files.  In the past, MC would always upload these scans, but no more it seems? 

I have 'Submit cover art changes' checked.
